The staff at Brisbane City Enterprises are committed to delivering a professional level of service to clients and commercial partners. We have a team of highly motivated and experienced personnel from a broad range of backgrounds. Together, the senior management team have significant local and international project experience across a multitude of disciplines including project management, engineering, organisational governance, agriculture and rural development, environment, and water resource management.

John Orange | Director
John Orange has over twenty years experience in public and private sector organisations in Australia and overseas. Qualified in law and accountancy from Victoria University in New Zealand, John has worked in Corporate Treasury, Finance and Consulting Services in Australia, the United Kingdom and New Zealand in organisations such as MIM Holdings, Babcock International, Waitaki International, the New Zealand Treasury, the Brisbane City Council, the Port of Brisbane Corporation and Seqwater. In October 2003 John joined the management team of Brisbane City Enterprises Pty Ltd as Deputy CEO and Governance Specialist, taking on the role of CEO in June 2004. John is a Fellow of the Institute of Company Directors and currently holds three non-executive Directorships: Southern Regional Water Pipeline Company Limited, trading as LinkWater Projects; the Queensland Bulk Water Transport Authority, trading as LinkWater; SEQWater Pty Ltd and City of Brisbane Airports Corporation.

Jonathan Powell | Chief Executive Officer
Jonathan Powell has nearly ten years experience in engineering and management services consulting, principally in the international development sphere. He holds a Bachelor of Environmental Management and is a Member of Local Government Managers Australia. Jonathan joined Brisbane City Enterprises in 2007 as a Business Development and Project Management Specialist and served as Deputy CEO for much of 2009. He has also been an Australian Youth Ambassador for Development in Cambodia in 2001. He has extensive experience in technical and managerial roles on consultancy projects in Australia, Pacific, Mekong, Africa and Middle East regions. Jonathan is currently Project Director of a range of BCE and SMEC projects in countries such as Australia, Afghanistan, Cambodia, Pakistan, Solomon Islands, Tonga, United Arab Emirates.
Volkan Coskun | Urban Transport Specialist
Volkan has recently joined BCE to lead our Transport Sector. He is a civil engineer with masters degrees in transportation engineering and business administration. His 10 years of experience includes both academic and practical aspects of urban transport systems. Volkan has been involved in urban traffic studies, urban transport modeling, light rail transit projects and other transport and infrastructure projects. He has recently been in charge of project/contract management and business development for Dar Al-Handasah Consultants in Turkey for internationally financed projects in Turkey and Central Asia. His international experience includes Turkey, Azerbaijan, Kazakhstan, Tajikistan, Kyrgyz Republic and Russia.
Sharyn Bow | Water & Wastewater Specialist
Sharyn Bow leads our Water Sector, drawing on 15 years experience in the Australian and International water industry. She is a civil engineer (MIEAust), with postgraduate qualifications in Engineering Management and Environmental Management. Sharyn has extensive experience in water and wastewater modelling, planning and management, and has managed and provided technical inputs on client funded and donor funded projects in Australia, Indonesia, UK, USA, Niue, Viet Nam, Kiribati and Fiji. Sharyn’s recent focus has been in management planning for water and wastewater utilities, specifically in the area of asset and risk management, strategic and total management planning, asset valuations, water pricing inputs, demand management planning, and regulatory auditing and reporting for water utilities.
Cynthia Leong | Governance Specialist
Cynthia has over 15 years experience working with Local Governments in both International and domestic spheres. She has a deep understanding for the complex machinery of government and the interface of government legislation and policy. Cynthia has engaged on projects requiring extensive consultation, strategic focus, sensitivity, adaptable skills and flexible practices across a wide range of clients and communities. She has experience in managing relationships between all levels of government and the private sector including the facilitation of developing governance frameworks, design and delivery of communication strategies and solutions for complex issues, and technical concepts for stakeholders.

Suzanne McConaghy | Office Administrator & Accounts Manager
Suzanne has a strong background in Office Administration, having run a Design and Construction Office for many years. Her strengths lie in the areas of client relationship and communication, reporting, record and document keeping, function planning and management. Suzanne began with Brisbane City Enterprises in late February, 2007.

Erika Kinzel | Business Development Specialist
Erika Kinzel has a background in business management consultancy with experience in business analysis, organisational development and project management. Her experience within the corporate improvement realm has allowed her to provide specialist input across a number of business improvement reviews which have required a high level of independent consultation and facilitation of stakeholders, strategic planning, business process improvement and change management. Erika's duties as a business development specialist have recently included the preparation and co-ordination of proposals for international consultancy in both technical assistance and advisory services.
