Domestic Maritime Transport Support Project

Solomon Islands

The Domestic Maritime Support (Sector) Project, being executed by the Ministry of Infrastructure Development (MID) and funded under an ADB grant, aims to improve the safety and efficiency of domestic maritime transport services and is expected to reduce economic disadvantage in remote rural areas. The key outcome will be inter-island shipping services that are frequent, reliable, and safe. The project comprises the following components:

  • construction of 9 rural wharves and jetties, primarily in remote areas of provinces that experience a greater incidence of poverty than the national average
  • establishment of a franchise shipping scheme (FSS) to support service provision to remote communities using an output-based approach, involving the award of franchises for provision of shipping services to remote areas that are considered commercially unviable.

Services provided by BCE include:

  • overall project management, coordination and implementation with assistance to MID
  • evaluation of 20 candidate sub-projects and preparation of detailed feasibility studies for wharf/jetty subprojects (including economic, environmental and social/poverty assessments in accordance with ADB Guidelines), preliminary design, and preparation of detailed design and specifications for civil works
  • preparation of prequalification and tender documents, and assistance in evaluation, contract preparation and award of civil works
  • construction supervision and contract administration of civil works contracts
  • development and execution of an on-the-job training program for MID staff on standard engineering procedures, project management tools, knowledge management, documentation, procurement and financial management
  • finalisation of shipping routes, design of output-based subsidy and development of a competitive tendering process for the FSS
  • establishment of a contract with a Managing Accountant to assist MID with the management of the FSS’ day-to-day operations
  • assistance to the private sector in increasing its participation in maritime transport service provision
  • monitoring and evaluation of project progress against defined indicators, including monitoring institutional strengthening and capacity building, environmental management, community consultation, civil works completion and service delivery, and reporting by contractors for FSS activities.

Chongqing Small Cities Infrastructure Improvement Project

Location: Chongqing Municipality, Western China, China PR

Associated Project Partners: SMEC International Pty Ltd; Chongqing Urban Project Construction Supervision Co Ltd, Chongqing Jixing Engineering Supervision Co Ltd, and Chongqing Civicism Construction Project Management Co Ltd.

This project is aimed at improving basic infrastructure in the smaller cities, towns and villages within Chongqing Municipality through 12 separate county sub-projects covering urban and regional water supply, flood protection, roads and environmental sanitation.

Services provided by BCE include:

  • assistance with national bidding for all works, including review and comment on bidding documents, assistance with the bidding process and bid evaluation, and assistance with award
  • construction supervision and quality control of construction including safety assurance
  • contract management and administration
  • preparation of reports, clarifications and explanations to Employer, to approving authorities and to World Bank, on issues relating to construction supervision and management.

Institutional Strengthening of the Ministry of Infrastructure and Development Program

The goal of the project is to strengthen the institutional capacity of the Ministry of Infrastructure and Development (MID) to effectively plan and management infrastructure development in the Solomon Islands in a sustainable manner. 

Services provided by BCE include:

  • Addressing the constraints faced by the Government in land, sea and air transport
  • Establishment of, and support to the Transport Policy and Planning Unit including provision of In-Country Training Program
  • Preparation of a National Transport Plan
  • Establishment of the National Transport Fund (NTF)
  • Establishment of Partner Agency Training Arrangements.

Training and counterpart support was delivered in strategic planning and policy development; regulation of transport services; asset management; project management; financial management; and procurement of goods and services.

Transit Improvement Analysis - San Diego

Location: San Diego, U.S.A.

The objective was to develop an Alternative Regional Transit Plan to guide public transit development in the San Diego Region. The Plan described a network of integrated public transit services, based around a network of Bus Rapid Transit corridors.

Services provided by BCE include: 

  • Collection and review of base data, including existing market research
  • On-the-ground investigation of potential regional Bus Rapid Transit corridors
  • Preparation of draft service and infrastructure plans and operating cost estimates
  • Preparation of operating cost comparisons of Bus Rapid Transit versus other systems
  • Comparison of proposed plan with existing transit plans for San Diego
  • Preparation of a recommended transit development strategy for San Diego
  • Preparation of a final plan with specific descriptions of service development in each corridor
  • Extensive liaison with the various stakeholders involved in the provision of transit services in San Diego

Dubai Public Water Transport Study

The purpose of this study was to assess the feasibility of new public water transport system for Dubai that could be integrated into this multi-modal transport system.

Strategic Public Transport Planning - City of Manchester

Brisbane City Enterprises and Gyte Consulting International worked with GMPTE to provide policy and technical support utilising experience gained in implementing similar reforms in Brisbane. Work addressed the 4 task policy areas:

  • Setting Targets for congestion management based on the need to move people
  • Enhancing Governance arrangements through virtual integration to improve coordination and integrated planning
  • Enhancing integrated transport planning by providing a focus on modal shift and using actual ridership targets to establish required infrastructure and service improvements
  • Combining demand management schemes with public transport improvements, to send pricing signals and raise new local sources of transport funding

RAPID Installation (Bus Priority & Information System) - Auckland

The purpose of this project is to design, supply, install, and maintain a real time passenger information (RTPI) and signal pre-emption system for the Auckland region of New Zealand. At signalised intersections, the system provides priority to on time and late running buses.

Johor Bahru BLISS Installation (Traffic Management & Control System)

The project involved the installation of an intelligent transport system (BLISS) to control, record and moderate the traffic flows over ten (10) consecutive intersections along the Tebrau Highway which runs between Johor Bahru, Malaysia and Singapore.
