Water Utility Benchmarking for the Government of Goa

The Government of Goa (GoG), with assistance from the Water and Sanitation Program (WSP) – South Asia, carried out a comprehensive review of its Water Supply and Sanitation (WSS) sector in a move towards sector reform. One of the key elements of the institutional reform was to help the existing service provider(s) enhance their performance, service delivery capacity and accountability through a systematically designed state level benchmarking program. BCE were commissioned to assess the requirements and determine an action plan for implementing such a benchmarking program. 

BCE undertook the following services:

  • Examination of the key elements of the proposed sector reform strategy and advice on how benchmarking could act as a tool to further the reform process;
  • Comprehensive assessment of the existing data collection, analysis, reporting and performance management/evaluation system;
  • Recommendations on the most appropriate form of benchmarking water supply and sanitation service delivery performance;
  • Development of relevant performance indicators for benchmarking the WSS sector in Goa keeping in mind usefulness, measurability, comparability, relevance to performance, ease of implementation;
  • Development of definitions for the chosen performance indicators in the context of Goa and specification of data requirements and existing systems (e.g. MIS) for generating adequate and reliable information;
  • Preparation of an action plan for implementation of state level benchmarking.

Second Rate-Rebasing Project

The “Rate Rebasing” is an important Exercise for both Metropolitan Waterworks and Sewerage System (MWSS) and its concessionaires Maynilad Waters Services Incorporated (MWSI) and Manila Water Company Incorporated (MWCI), considering that this will determine the performance of the water utility concession and its future development. The outcome of this particular activity will have direct and indirect bearing on multifarious stakeholders who primarily depend on major service providers such as the government and private entities for their water supply and sewerage system in Metro Manila.

BCE undertook the following activities:

  • Evaluation of historical (actual) Cash Flows vis-à-vis the preceding Rate Rebasing projected unleveraged cash flows, for prudence and efficiency of incurrence to establish possible disallowances, if there are any;
  • Evaluation of concessionaires compliance to the service obligation targets per Business Plan submitted in the preceding Rate Rebasing and the determination of appropriate penalties or rewards;
  • Evaluation of the concessionaire’s new Business Plan including Service Obligation targets for the following technical assumptions made, the propriety of cost estimate (future cash flow) of the required programs to meet the new set of Obligation Targets, the propriety of the required Operating Expenses, and other cost necessary in the operation of the concession business;
  • Estimation of the appropriate foreign exchange rates to be assumed in the projection of the annual concession fee payments and other foreign currency denominated cost streams in the future cash flows; and
  • Determination of an Appropriate Discount Rate (ADR) to be applied to the unleveraged future cash flows necessary to meet the requirements of the New Business Plan.

Sindh Cities Improvement Project: Project Management and Implmentation Support for Planning and Development Department (P&D)

Sindh Cities Improvement Investment Program (SCIP) is a 10-year, $400 million program to improve basic urban infrastructure in Sindh's secondary towns through (i) establishing local government-owned, professionally-managed urban services corporations (USCs); (ii) urban sector reforms and capacity development; and (iii) priority investment in water supply, wastewater and solid waste management infrastructure.  SCIP will be implemented in successive tranches, with Tranche 1 covering the Sindh towns of Sukkur, New Sukkur, Rohri, Khairpur, Shikarpur and Larkana.

Services provided by BCE include:

  • Overall monitoring and evaluation of SCIP
  • Developing and Implementing the Investment Program Performance Monitoring System
  • Developing and implementing a PSU capacity development and training plan to develop skills in areas including finance, social and environment compliance, corporate governance, assessment, monitoring and evaluation, utility and tariff reform
  • Implementing province - wide policy, regulatory and institutional change  including SCIP Action Plan for Reform
  • Establishing and operationalising the Urban Unit within P&DD, including implementation of urban planning initiatives and reforms

 

Kiribati Outer Island Growth Centres (Phase 2)

Development of the agreed conceptual projects for water and sanitation into project designs and feasibility studies suitable for ADB financing. For the respective projects, this will involve, where appropriate (i) preparation of preliminary designs (ii) preparation of cost estimates and financing plan (iii) identification of procurement needs (iv) identification of project beneficiaries (v) environmental assessment (vi) social assessment (vii) identification of land needs and implications (viii) economic and financial analysis and (ix) institutional and regulatory changes required for each project. 

Services provided include:

  • Review data and information in the draft Kiritimati Island Development Plan, assess, update and review.
  • Prepare a Full Poverty and Social Analysis in accordance with ADB requirements.
  • For the proposed investment projects carry out socioeconomic surveys and identify the beneficiaries of the project and ensure that their needs and perceptions are consistent with the project’s objectives.
  • Assist in identifying socio social factors that may assist or hinder the project and input these into the project designs to ensure solutions are sustainable.
  • Undertake income and expenditure profiles with a cross-section of the community to assist in identifying affordability levels and willingness to pay for agreed services including items purchased via the revolving fund.
  • Design and implement a Participation and Community Awareness Program on key themes, issues and directions for the agreed projects. 
  • Integrate the above into the project designs including economic analysis of agreed project proposals and development and contribution to the RRP including necessary annexes.

Palm Jumeirah Water Utility Technical Advisory Services

Mozambique Technical Assistance for Water Regulations

BCE was engaged over an 18-month period to provide technical assistance to supervise and support the implementation of a capacity building program for the Water Regulatory Council (CRA); a newly established governing authority created to regulate tariffs, protect consumers and ensure the sustainability of water supply services in Mozambique.  Tasks included the review of CRA’s service indicators and monitoring systems, analysis and development of CRA’s internal procedures and software, and recommendations on the efficiency of current tariff systems under CRA authority.  Additionally, BCE provided assistance in the implementation of the Strategic Plan for 2005 – 2007, drafting a detailed quarterly program of activities and defining roles for permanent technical staff.

Nairobi Water & Sewerage Institutional Restructuring Project

Abu Dhabi Operations and Maintenance of Pumping Stations

The Tamas-Brisbane Joint Venture was established specifically to undertake services for the Municipality of Abu Dhabi and part of the Operations and Maintenance of the Pumping Stations and Mainland Networks Contracts. The JV had full responsibility for all operation, planning and breakdown maintenance of the networks.

BCE services included:

  • overall management responsibility of the operation and maintenance of networks ;
  • provision of contract management and asset maintenance systems, by adapting proven systems from Brisbane (including Maximo i4 asset maintenance, scheduling and reporting software and Celeste communications using mobile phone technology);
  • assisted in integration of maintenance programs/systems with the Customer Call Centre;
  • provision of quality assurance systems, occupational health and safety plans specific to pump stations;
  • provision of environmental monitoring and contingency planning services;
  • developed maintenance schedules, work plans and operational procedures for all planned maintenance of sewerage, drainage and irrigation networks ;
  • training in safe workplace practices and work methods, including confined space training and sewer and drain maintenance practices; and
  • establishment of financial reporting systems to support O&M activities.
Abu Dhabi Network Operations and Maintenance

AusAID Vietnam Water Supply & Sanitation Project

BCE was awarded an Aus AID contract to complete a number of water supply and sanitation projects as part of the Vietnam Rural Development Program. One of these projects, the Cuu Long Delta Rural Water Supply Project will provide potable water to district towns and small villages, while the Three Delta Towns project will provide water supply, sanitation drainage, and solid waste disposal to three major towns. An institutional strengthening of components to ensure ongoing sustainability is also scheduled for completion by 2006.

Abu Dhabi Pumping Stations Operations & Maintenance

Bangalore Water Supply and Environmental Sanitation Masterplan Project

To improve the capacity for the delivery of water supply, sewerage and environmental sanitation services to Bangalore with emphasis on the urban poor and vulnerable groups and within a process of long term environmental, economic, social and institutional sustainability.

Purposes of the project:

  • The development of a sustainable planning capability within BWSSB for the delivery of water supply, sewerage and environmental sanitation services.
  • The development with BWSSB of a customer focused strategy, technology options and linkages with existing Central and State Government programs to enable delivery of water supply and sewerage services in an affordable and sustainable context for the urban poor and vulnerable group communities.
  • Strengthen the capacity of BWSSB staff in management, programming, budgeting, monitoring, planning, environmental impact and occupational health activities and private sector involvement.
  • Survey, examine and test technical options for improved BWSSB services delivery to the urban poor and vulnerable group communities.

Brisbane City Enterprises (BCE), an associate of lead firm SKM, undertook the follow services:

  • Assessment of the structure of the Corporate Planning Division of the BWSSB for its suitability to undertake Master Planning activities;
  • Assessment and provision of report on the ability of BWSSB to incorporate various service delivery methodologies into its activities;
  • Recommending and reporting changes to the organisational structure of BWSSB;
  • Assessing and reporting on the potential for the BWSSB to be corporatised and increase involvement of the private sector in its activities;
  • Study the existing operation and maintenance organisational abilities of the BWSSB sewer division and sanitation maintenance divisions;
  • Recommendations on general sewerage rehabilitation strategy, including appropriate renovation techniques and suitable options for a pilot area for sewer rehabilitation;
  • Recommendations on suitable specifications for all aspects the pilot area works, including CCTV surveys, suitable pipe renovation techniques; and
  • Recommendations for sewer cleaning and inspection equipment, improvements in the operation and maintenance abilities of the BWSSB sewer/sanitation divisions and suitable training programs for BWSSB staff on sewerage rehabilitation.
