Brisbane City Enterprise, jointly owned by SMEC international and Brisbane City Council, has signed a contract with the State Government of Sindh of Pakistan to provide consultancy services for “Sindh Cities Improvement Project – Component 3 (SCIP-03): Program Management and Implementation Support for Planning and Development Department (P&DD)”. The project is funded by the Asian Development Bank (ADB).
SMEC International and BCE in association have been appointed as a 'Monitoring and Evaluation Support Consultant' for the Emergency 2007 Cyclone Recovery and Restoration Project by the Ministry of Planning, Government of Bangladesh.
BCE in association with SMEC International have been successful in being selected as the preferred consultants for assisting the Department of Municipal Affiars (DMA) in developing a suite of Municpal By-laws and Regulations for the Abu Dhabi, Al Ain and Western Region Municipalities.

Location: Goa, India The Government of Goa (GoG), with assistance from the Water and Sanitation Program (WSP) – South Asia, carried out a comprehensive review of its Water Supply and Sanitation (WSS) sector in a move towards sector reform. One of the key elements of the institutional reform was to help the existing service provider(s) enhance their performance, service delivery capacity and accountability through a systematically designed state level benchmarking program. BCE were commissioned to assess the requirements and determine an action plan for implementing such a benchmarking program. BCE undertook the following services: Location: Manila, Philippines The “Rate Rebasing” is an important Exercise for both Metropolitan Waterworks and Sewerage System (MWSS) and its concessionaires Maynilad Waters Services Incorporated (MWSI) and Manila Water Company Incorporated (MWCI), considering that this will determine the performance of the water utility concession and its future development. The outcome of this particular activity will have direct and indirect bearing on multifarious stakeholders who primarily depend on major service providers such as the government and private entities for their water supply and sewerage system in Metro Manila. BCE undertook the following activities: Location: Sindh Province, Pakistan Sindh Cities Improvement Investment Program (SCIP) is a 10-year, $400 million program to improve basic urban infrastructure in Sindh's secondary towns through (i) establishing local government-owned, professionally-managed urban services corporations (USCs); (ii) urban sector reforms and capacity development; and (iii) priority investment in water supply, wastewater and solid waste management infrastructure. Location: Maputo, Mozambique BCE was engaged over an 18-month period to provide technical assistance to supervise and support the implementation of a capacity building program for the Water Regulatory Council (CRA); a newly established governing authority created to regulate tariffs, protect consumers and ensure the sustainability of water supply services in Mozambique. Tasks included the review of CRA’s service indicators and monitoring systems, analysis and development of CRA’s internal procedures and software, and recommendations on the efficiency of current tariff systems under CRA authority. Additionally, BCE provided assistance in the implementation of the Strategic Plan for 2005 – 2007, drafting a detailed quarterly program of activities and defining roles for permanent technical staff. BCE was awarded an Aus AID contract to complete a number of water supply and sanitation projects as part of the Vietnam Rural Development Program. One of these projects, the Cuu Long Delta Rural Water Supply Project will provide potable water to district towns and small villages, while the Three Delta Towns project will provide water supply, sanitation drainage, and solid waste disposal to three major towns. An institutional strengthening of components to ensure ongoing sustainability is also scheduled for completion by 2006.
